Dear Delevingne,

I enclose a note containing quite

briefly our comments on the Peking Anti-Opium Associa-

tion's letter to the League of Nations. For any

amplification which you may require, may I refer you

to Mr. Fletcher, the Hong Kong Officer who is to be in attendance on you at Geneva for the purposes of the Opium Advisory Committee? He is fully informed, and can be relied upon to take an unprejudiced view. I am giving him a copy of these papers, in case this letter does not reach you before you leave England.
